Electricity dispatch is the process through which the electricity system operator decides which generating units should produce electricity, how much they should generate, and when generation should be adjusted. The appropriate legal approach is therefore not to eliminate operational discretion, but to place it within clear rules, technical Codes, regulatory oversight, record-keeping and legal review.
