Energy Law at Laos
Laos' energy legal framework is primarily governed by the Energy Law No. 30/2007, which aims to reduce the country's reliance on imported refined oil and promote the use of alternative energy sources such as natural gas, biofuels, and geothermal resources . This law mandates the establishment of a National Energy Council to formulate national energy policies and plans .
In addition to the Energy Law, the Electricity Law of 1997 (amended in 2012) regulates the administration, production, transmission, distribution, and import/export of electricity in Laos . The Ministry of Energy and Mines (MEM) oversees energy-related activities, including policy development, supervision of electricity companies, and implementation of laws and regulations .
Laos is also focusing on renewable energy development. The Renewable Energy Development Strategy aims to increase the share of renewable energy to 30% and replace 10% of transport fuels with biofuels by 2025 . The government is promoting hydropower, solar, and wind energy projects, with initiatives like the Monsoon Wind project supplying electricity to Vietnam .
