In Vanuatu, legal education is primarily offered through the University of the South Pacific (USP) and the National University of Vanuatu (NUV), each providing distinct programs that reflect the country's unique legal landscape, which blends customary and formal legal systems.

🎓 University of the South Pacific (USP) – Emalus Campus, Port Vila

USP's Emalus Campus in Port Vila is the hub for legal education in Vanuatu. The Bachelor of Laws (LLB) program is a four-year course accredited by the Fiji Board of Legal Education and recognized across the Pacific region. The curriculum includes compulsory courses such as Constitutional Law, Criminal Law, Property Law, and Legal Ethics, along with electives tailored to the Pacific context .

USP also offers a Master of Economics and Social Sciences (ESS) program, which, while not solely focused on law, provides interdisciplinary training in law, economics, and social sciences. This bilingual program (French and English) is designed for students holding a Bachelor's degree in Law, Economics, or related field.

NUV offers a Master of Economics and Social Sciences (ESS) program, which includes components related to law, economics, and social sciences. This program is conducted in both French and English and is designed to provide students with skills in law, economics, and sociology, related to sustainable development, economic growth, social cohesion, and environmental protection .

⚖️ Legal Landscape in Vanuatu

Vanuatu's legal system is unique, operating on a dual framework that incorporates both customary law and formal state law. Customary law is recognized in the Constitution and continues to have effect as part of the law of the Republic of Vanuatu . The country has a small legal profession, with only a few magistrates, most of whom lack formal legal education .

To bridge the gap between customary and formal legal systems, initiatives like the Vanuatu Chief's Legal Education Pilot Program have been launched. This program aims to equip chiefs with knowledge of both state and customary laws, as well as good governance practices, to improve the delivery of justice .

Graduates from USP's LLB program are eligible to practice law in Vanuatu, subject to admission by  Law Council under the Legal Practitioners Act. The Vanuatu Law Society serves as the professional body representing lawyers admitted to practice law in the country .

USP's Emalus Campus also hosts the Community Legal Centre, which combines legal education and legal services, providing students with practical experience while serving the community .
