Artificial Intelligence law at Haiti
As of May 2025, Haiti does not have a dedicated legal framework or specific legislation governing artificial intelligence (AI). The country’s legal system, rooted in the French civil law tradition, comprises foundational codes such as the Civil Code, Commercial Code, and Criminal Code, which have undergone minimal updates since their enactment in the 19th century .(Proelium Law LLP)
While there is no formal AI regulation, AI technologies have been utilized in Haiti to inform public policy decisions. For instance, machine learning techniques have been applied to address development-related challenges, demonstrating the potential of AI in supporting policy formulation .(IDB Blog)
In contrast, other nations are actively developing AI regulatory frameworks. The European Union has approved comprehensive AI legislation categorizing AI applications based on risk levels, with certain high-risk uses being banned . Similarly, countries like Morocco are progressing towards establishing legal structures to ensure ethical and safe AI usage .(NPR, Inter-Parliamentary Union)
Given Haiti's current focus on addressing pressing issues such as political instability and security concerns , the development of specific AI legislation may not be an immediate priority. However, as AI technologies become more prevalent, Haiti may consider adopting regulatory measures to ensure their ethical and effective use.(Just Security)
