🇷🇼 Rwanda’s National AI Policy: Vision and Strategy
On April 20, 2023, Rwanda officially adopted its National Artificial Intelligence Policy, marking a significant milestone in the country's digital transformation journey. The policy envisions positioning Rwanda as a global center for AI research and innovation, with a mission to leverage AI to power economic growth, improve quality of life, and establish Rwanda as a global innovator for responsible and inclusive AI .(DPA, ICTworks)

🏛️ Institutional Framework and Implementation
To oversee the implementation of the AI policy, Rwanda has established a Presidential Council on AI, which provides strategic advice to both government and private entities. Additionally, the Responsible AI Office within the Ministry of ICT and Innovation (MINICT) has been created to lead the implementation efforts and advocate for responsible AI practices .(DPA, Diplomacy)
The Rwanda Utilities Regulatory Authority (RURA) has developed principles that serve as foundational guidelines for ethical AI development and implementation. These principles include beneficence and non-maleficence, ensuring that AI systems benefit society and protect human dignity .(allAfrica.com)
🌐 International Collaboration and Ethical Standards
Rwanda's commitment to ethical AI is further demonstrated through its collaboration with UNESCO. In September 2023, a national workshop was held to advance the implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence in Rwanda. The workshop brought together key national stakeholders, including government ministries, regulatory authorities, academia, the private sector, and civil society organizations, to discuss the ethical development and implementation of AI technologies .(UNESCO)
💰 Investment and Sectoral Applications
The implementation of the National AI Policy is projected to require an investment of approximately $76.5 million over five years. As of May 2023, at least $1.2 million has been funded or budgeted to support this initiative .(allAfrica.com)
Rwanda plans to develop 50 AI applications across various sectors, including healthcare, education, agriculture, finance, and public administration, over the next four years.
