ARTICLE XI. MISCELLANEOUS
Section 1. Justice of peace jurisdiction.
The jurisdiction of justices of the peace shall extend to all civil cases (except cases in chancery and cases where the question of title to real estate may arise) where the amount in controversy does not exceed one hundred dollars and such criminal cases as may be prescribed by law.
Section 2. Repealed.
This section was repealed by Amendment [31], effective July 1, 1969.

Section 3. Great seal.
There shall be a seal of this state, which shall be kept by the governor and used by him officially, and shall be called the great seal of the State of Iowa.
The seal shall contain the following device: A sheaf of wheat, standing in a field, with a sickle and rake lying beside it; in the distance a cottage with a woman standing in the door, a man plowing with a team of horses near by; at the top an eagle with a scroll in its beak, on which is inscribed the state motto: “Our liberties we prize, and our rights we will maintain,” and beneath the motto the word “Iowa.” The dimensions of the seal to be the same as the seal of the Territory.
Section 4. Lotteries.
Repealed by Amendment [37], effective July 1, 1973.

Section 5. Removal of public officers.
All officers not liable to impeachment shall be subject to removal for misconduct or malfeasance in office, in such manner as may be provided by law.
Section 6. Land grants located.
Repealed by Amendment [17], effective October 21, 1904.
(Previously related to locating land grants.)
Section 7. Seat of government established.
The seat of government is hereby permanently established, as now fixed by law, at the city of Des Moines, in the county of Polk; and the state university at Iowa City, in the county of Johnson.
Section 8. State boundaries.
The boundaries of the state may be enlarged, with the consent of Congress and the general assembly.
