Michigan Constitution – Article II: Elections

§ 1. Qualifications of electors; residence.
Every citizen of the United States who has attained the age of 18 years, who has resided in this state for not less than 30 days, and who has registered in accordance with law, shall be an elector and entitled to vote in all elections.

§ 2. Place and manner of elections.
Except as otherwise provided in this constitution or by law for absentee voting, the legislature shall provide by law for a system of voter registration and for the place and manner of voting.

§ 3. Time of holding elections.
The time, place, and manner of all elections shall be prescribed by law.

§ 4. Voting by secret ballot.
In all elections, every elector has the right to vote a secret ballot.

§ 5. Electors voting absentee.
The legislature shall provide for absentee voting.

§ 6. Recall of elective officers.
Laws shall be enacted to provide for the recall of all elective officers except judges of courts of record. The sufficiency of any statement of reasons or grounds for recall shall be a political rather than a judicial question.

§ 7. Board of State Canvassers.
A board of state canvassers shall be established by law to canvass the results of all elections.

§ 8. Voter registration and rights.
No law shall be enacted that will deny or abridge the right of a qualified elector to vote because of the elector’s physical absence from the place of voting or inability to vote in person. The legislature shall enact laws to provide for the registration of voters by mail or other means.

§ 9. Initiative and referendum.
The people reserve to themselves the power to propose laws and to enact and reject laws, called the initiative, and the power to approve or reject laws enacted by the legislature, called the referendum.

§ 10. Constitutional amendments by initiative.
Amendments to this constitution may be proposed by initiative petition and, if approved by a majority vote of the electors, shall become law.
