WAC Title 170 formerly governed rules related to early learning services and programs administered by the Washington State Department of Early Learning (DEL). In 2017, DEL merged into the newly formed Department of Children, Youth, and Families (DCYF), and the regulations were recodified under Title 110 WAC.
