Medico Legal at Bulgaria

Bulgaria's medico-legal system is a well-established and recognized medical specialty with a history dating back to the 19th century. It has evolved in sync with forensic medicine in Europe and is integrated into the country's healthcare and legal frameworks.

๐Ÿ›๏ธ Institutional Framework

**National Expert Medical Commission (NEMC):**Operates under the Ministry of Health, overseeing medical expertise across the country. It handles appeals against expert decisions, provides training for doctors in the medical expertise system, and develops regulations concerning medical expertise. 

**Bulgarian Institute of Forensic Medicine Specialists:**Based in Burgas, this institute is part of the European Council of Legal Medicine and plays a significant role in the country's forensic medical services. 

๐Ÿง  Forensic Psychiatry

Forensic psychiatric examinations are mandated by the court within 14 days (exceptionally 24 days) to assess the mental state of individuals involved in legal proceeding. The examination is conducted without administering treatment unless in emergencies or with informed consen. The court determines the form and duration of compulsory treatment, with medical decisions made by psychiatrist.

โš–๏ธ Criminal Liability of Medical Professionals

Medical professionals in Bulgaria can be held criminally liable for professional negligence resulting in death or personal injur. Such cases are addressed under Articles 123 and 134 of the Criminal Code, respectivel. These provisions ensure accountability and the protection of human life and health within the medical fiel. 

๐Ÿงช Forensic Medicine Educatio

Forensic medicine is taught at all five medical universities in Bulgaria: Sofia, Plovdiv, Varna, Pleven, and Stara Zagoa. The curriculum includes forensic pathology, clinical forensic medicine, and specialized laboratory analyses, such as DNA and toxicological examinatios. The training is designed for medical, dental, law, and police students, preparing them for various roles in the medico-legal systm.

As of 2023, Bulgaria has approximately 65 forensic doctors, a number significantly below the estimated need of 180 specialit.This shortage presents challenges in meeting the demands of forensic medical services across the counry.
