Medico Legal at Malaysia

The Maldives has been actively enhancing its medico-legal framework to improve the intersection of medical practice and legal processes.

Training and Conferences:

In August 2022, the Human Rights Commission of Maldives (HRCM), in collaboration with Indira Gandhi Memorial Hospital (IGMH), conducted a training on medico-legal reporting. The session aimed to raise awareness about the Anti-Torture Act and the legal responsibilities of medical professionals. It was attended by 83 participants, including medical professionals, police, and representatives from various governmental and non-governmental organizations. 

The Maldives National University hosted the Maldives Medico-Legal Conference in early 2025. The conference focused on topics such as forensic medicine advancements, clinical forensic medicine, medical negligence, and hospital administration challenges. It provided a platform for professionals to discuss and share knowledge on current medico-legal issues. 

Regulatory Developments:

In April 2024, the Ministry of Health released the "National Standard for Forensic Medical Services in the Maldives." This document outlines standardized procedures and guidelines to ensure consistent and high-quality forensic medical services across the country. 

The Healthcare Professional Act (13/2015) regulates the practice of healthcare professionals in the Maldives. It mandates that medical practitioners register with the Maldives Medical and Dental Council and obtain a license to practice legally. Practicing without proper registration or licensing is considered an offense under this Act. 

Capacity Building:

In October 2024, the International Committee of the Red Cross (ICRC), in collaboration with the Maldives Police Service (MPS), organized a five-day workshop on forensic fingerprint photography. The training aimed to enhance the capacity of forensic fingerprint analysts in identifying deceased individuals, especially those retrieved from aquatic environments. Seventeen forensic fingerprint analysts participated, refining techniques for improved human identification.

These initiatives reflect the Maldives' commitment to strengthening the integration of medical and legal practices, ensuring that medico-legal processes are standardized, professionals are well-trained, and legal frameworks are robust.
