Rwanda Forensic Institute (RFI)

Establishment: Founded in 2016 as the Rwanda Forensic Laboratory, it operates under the Ministry of Justice.

Services: Provides scientific analyses of evidence for judicial purposes, including DNA testing, document verification, toxicology, autopsies, and ballistics analysis.

Forensic Pathology: Historically underdeveloped, Rwanda faces a shortage of trained forensic pathologists. Efforts are ongoing to address this gap. 

Training Initiatives: Collaborations, such as those with the International Committee of the Red Cross, aim to enhance the skills of medical professionals in managing mass fatality situations. 

Professional Collaboration: Memoranda of Understanding between the Rwanda National Police, National Public Prosecution Authority, and the Rwanda Medical and Dental Council facilitate joint investigations, particularly in medical malpractice cases. 

Challenges and Developments

Resource Constraints: Limited funding and infrastructure hinder the efficiency of medico-legal investigations. 

Specialization Shortage: There's a pressing need for specialized training in forensic medicine to ensure accurate death investigations. 

Forensic Psychiatry: Recognized as an area needing development, with calls for updated legislation and dedicated facilities to improve care for forensic patients. 

In summary, Rwanda is actively enhancing its medico-legal infrastructure, focusing on training, institutional development, and inter-agency collaboration to strengthen its justice system and public health framework.
