馃嚚馃嚠 National AI and Data Governance Strategy

In March 2025, C么te d'Ivoire unveiled its National Artificial Intelligence Strategy, marking a significant step in the country's digital transformation. The strategy is structured around three fundamental pillars:(We Are Tech, Powers of Africa)

Investment in Skills and Infrastructure: This includes the construction of data centers and the establishment of sovereign cloud systems to securely host local data.(We Are Tech)

Regional and Social Inclusion: Ensuring that all cities and social groups benefit from digital transformation, promoting equitable access to AI technologies.(We Are Tech)

Governance: Developing a legal and ethical framework for AI development to guarantee optimal and responsible growth conditions.(Powers of Africa)

The implementation of this strategy will span five years, with initial actions such as the creation of a National Committee for AI and Data Governance to oversee projects assessing AI's impact on sectors like agriculture, health, and education. Additionally, an AI hub will be established, featuring a startup incubator and a specialized training center. A key component of the strategy is the introduction of a "Safe AI" label to certify AI solutions that adhere to legal and ethical standards. Furthermore, a mapping of the country's AI resources will be developed to monitor sectoral progress. (We Are Tech, Powers of Africa)

馃 Public Consultation and Stakeholder Engagement

In April 2024, the Telecommunications/ICT Regulatory Authority of C么te d'Ivoire (ARTCI) initiated a public consultation to inform the development of a national strategy on AI and the metaverse. The consultation sought input from stakeholders in the digital economy, including consumers, administrations, operators, service providers, and umbrella organizations. The results of the consultation are intended to guide the development of a national strategy that reflects the needs and aspirations of all stakeholders. (DataGuidance)

馃攼 Data Protection and AI Impact Studies

ARTCI has also planned studies to assess the impact of advanced technologies on personal data protection, in line with Article 47 of Law 2013-450 on the Protection of Personal Data. These studies will cover various technological areas, including professional uses of biometrics, video surveillance, drone usage, and the development of AI. The aim is to ensure that the use of information and communication technologies (ICT) and AI aligns with the protection of users' freedoms and privacy. (DataGuidance)

馃搳 AI and Data Governance in Africa

C么te d'Ivoire's initiatives align with broader trends in Africa, where data protection authorities (DPAs) are increasingly involved in regulating AI. Many African countries have enacted data protection laws and established authorities to enforce these laws, focusing on principles such as fairness and the right not to be subjected to decisions made solely through automated processing. DPAs are playing a pivotal role in regulating AI by conducting studies, issuing guidelines, and engaging with the public to ensure that AI development is inclusive, ethical, and responsible. (IAPP)

C么te d'Ivoire's comprehensive approach to AI and data governance positions it as a leader in West Africa's digital transformation, emphasizing ethical development, inclusivity, and stakeholder engagement.(Powers of Africa)
