Iowa Administrative Code – Agency 428: Criminal and Juvenile Justice Planning Division

The Criminal and Juvenile Justice Planning Division (CJJP), under the Iowa Department of Human Rights, is responsible for conducting research, developing policy recommendations, and coordinating activities related to criminal and juvenile justice across the state.

Key Functions of Agency 428:

Policy Planning and Development

Provides information and analysis to assist in the development of effective criminal and juvenile justice policies.

Supports evidence-based practices for crime and delinquency prevention.

Data Collection and Analysis

Collects, manages, and analyzes data to support criminal and juvenile justice system improvements.

Publishes annual statistical reports and trend analyses.

Grants and Funding Administration

Administers federal and state grant programs, including those under the Juvenile Justice and Delinquency Prevention Act.

Provides technical assistance to local jurisdictions in grant applications and program implementation.

Staffs and supports several advisory groups and councils, such as:

Iowa Juvenile Justice Advisory Council (JJAC)

Public Safety Advisory Board

System Improvement Initiatives

Develops and coordinates initiatives focused on system reform, minority overrepresentation, reentry, and cross-agency collaboration.

Juvenile Justice Compliance Monitoring

Ensures Iowa complies with federal juvenile justice standards, including requirements related to detention and deinstitutionalization.
